JOB TITLE: HR Administrator (Bilingual Korean/English)
DEPARTMENT: Field Administration Team REPORTS TO: Field Administration Manager LOCATION: Taylor, TX
ESSENTIAL DUTIES AND RESPONSIBILITIES
The HR Specialist will manage day-to-day human resources operations for both local employees dispatched employees from the HQ in Korea at the T-project site office. This role requires strong attention to detail, accurate record keeping, and the ability to communicate in both Korean and English at a business level. This position maintains close communication with the Houston office HR Team.
HR Administration
Maintain and update employee attendance, leave, and personnel records Organize and keep HR documentation and databases current
Ensure proper record keeping for both local staff and headquarters-dispatched employees Support for Headquarters-Dispatched Employees
Provide HR assistance for dispatched staff, including family accompaniment policy, local allowance, and overtime calculations
Support payroll and overtime processing for site employees Keep track of visa issuance, renewals, and maintenance
Guide employees on procedures for leave, attendance, benefits, approvals, and other company policies
Recruitment and Onboarding
Assist in local hiring processes, including job postings, interview scheduling, and documentation
Conduct onboarding and orientation for new hires Support offboarding for departing employees
Employee Relations
Respond to employee inquiries and provide guidance on HR matters
Communicate company policies and ensure compliance with regulations
Assist in organizing employee engagement activities, surveys, and events General HR Support
Prepare HR data and reports for internal use and headquarters submissions Assist with compliance reporting to relevant agencies when needed
Support training on workplace rules, safety, and ethics
Assume other responsibilities as assigned by the Company
Qualification/Requirement
Must be eligible to work in the US legally without visa sponsorship BA/BS degree or equivalent practical experience of related field
At least 2 years of HR or related work experience preferred
Korean/English bilingual is a must (Native proficiency including writing and reading) Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
Strong ability to work under pressure, meet deadlines, and prioritize tasks effectively. Ability to multitask and collaborate effectively with others.
Reliable and consistent attendance with strong communication skills.
Strong organizational skills with a structured and problem-solving mindset. Positive and constructive work attitude, with openness to feedback.
Desirable/Preferred Skills
Experience working in large-scale industrial construction projects (> $50M) HR experience in construction or engineering industries
Familiarity with Korean corporate culture and multi-national project environments Basic understanding of U.S. labor law(FLSA), payroll and visa processes
International and multi-cultural experience a plus

A person who has no difficulty commuting to and from the field office A person who can work overtime if necessary for job performance
A person who can work on weekends if required
